在明确注册测绘师资格作为国家36项准入类职业资格之一，国家大力推广注册测绘师执业制度以后，测绘地信企业技术人员都在努力学习测绘专业知识，为自己、为行业、也为祖国测绘事业摩拳擦掌，建功立业之际，最近自然资源部召开调研座谈会讨论注册测绘师制度。笔者认为，在这个制度推进16年后，本应讨论如何推进执业，细化执业条款的时候去讨论注册测绘师制度由资格准入类转入水平评价类议题，在行业上下技术人员之间造成人心惶惶，注册测绘师执业制度的落实真可谓一波三折，被笑称“注册暂缓师”也是情有可原的。

注册测绘师执业制度是暂缓又暂缓，阻力来自哪里？

谐者曰，注册测绘师执业会增加测绘企业生产成本，实在多此一举。

笔者答曰，这个考虑周到否？

这些人等只怕是见不得这个行业日益走向规范。一旦行业规范起来，测绘产品质量要求变严格，很多测绘企业生存就会存在危机了。不实施注册测绘师执业制度，测绘产品质量责任不明，技术人才进一步流失，导致劣币驱逐良币，测绘产品质量堪忧。为节省一点执业成本和技术投入，不追求产品质量的测绘企业还有没有必要在这个行业存在下去？

谐者曰，国务院要求“放管服”结合，做大就业市场是大势所趋，测绘准入类资格应予以取消。

笔者答曰，放则放矣，如何管焉？

“放管服”的本质是放资质、管人、服务社会。在放开测绘地信市场的同时，更应该狠抓质量监督，管住从业者。若没有注册测绘师执业辅助主管部门把质量关，测绘行业怎能做强，如何形成市场主导的质量管理体系，测绘事业如何才能在未来面对日益临近的开放格局，如何面对未来可能与国外测绘企业的竞争？注册测绘师制度事关国家主权、涉及国家安全和机密、公共利益、公共安全、人身健康、生命财产安全，均有法律法规或国务院决定作为依据，作为国家基础产业的重要管理制度岂能儿戏？

谐者曰，目前制度挺好，测绘产业发展顺利，注册测绘师制度多此一举。

笔者答曰，为何屡见工程放线位置偏差，为何房产测绘质量差错纠纷不断，为何基坑变形监测事故频有发生，为何测绘违法泄密案件屡禁不止？

一方面，从业者质量责任无从落地，质量意识薄弱，测绘不死人，有何责任之论调甚嚣尘上；另一方面，随着测绘服务领域越来越广，传统意义上的测绘活动日益延伸至互联网、物联网、信息系统、智能交通、电子商务、移动位置服务等新兴领域，原来的行业管理方式日益难以跟上形势发展，导致质量管理监管缺位。成果质量控制环节应与注册测绘师紧密的联系在一起，把质量把守关口授权注册测绘师，能极大缓解主管部门质量管理压力，重要技术文件和质量文件必须有注册测绘师签字盖章，做到有章可循，问题可追，责任到人，形成以落实质量责任为重点的新型测绘地信产品质量管理体系。

谐者曰，注册测绘师多年推广不了，必然不是好制度。

笔者答曰，制度是由人来落实的，落实不了必是制度本身问题？

在推进注册测绘师执业过程中，一些关节出现了消极怠工者。他们只顾眼前利益，只顾一己私利，只顾打理羽毛，不顾行业发展前景，没有站在测绘地信事业是事关国家社会经济发展全局性事业的角度去看问题，也不是站在行业未来的长治久安角度去看问题，更不是站在全体行业从业者的福祉上看问题。

推进注册测绘师执业这事说小了是考虑注册测绘师个人的利益,大点说就是关系到整个行业的健康发展，关系到国家测绘事业的长远发展。决不能瞻前顾后，犹豫不定。

综上所述，随着目前改革进程的全面深化，测绘行业的改革也进入到了深水区和攻坚期，碰到的全是“硬骨头”，一个新制度的推进势必触动一大群既得利益者。相信在自然资源部新的领导层的关怀下，一定会有敢于担当、勇于作为、敢于探索、敢于走前人没走过的路、做前人没做过的事的改革弄潮儿出现，带领全体注册测绘师们一起建设这个制度，建设这个行业，测绘行业执业制度实施的春天一定会来到！
